Mayor Parnell's inaugural address to 1921 Winnipeg City Council

These are excepts from Mayor Edward Parnell's inaugural address to the 1921 Winnipeg city council. Parnell was newly elected and taking over at a difficult time. Years of post-war recession and continuing fallout from the general strike meant that the city was as socially divided as ever, deep in debt and struggling with high unemployment.

Just over a year later Parnell had to take a leave of absence due to poor health. He died in Victoria on June 9, 1922.
