These are excepts from Mayor Edward Parnell's
inaugural address to the 1921 Winnipeg city council. Parnell was newly
elected and taking over at a difficult time. Years of post-war recession
and continuing fallout from the general strike meant that the city was
as socially divided as ever, deep in debt and struggling with high
unemployment.
Just over a year later Parnell had to take a leave of absence due to poor health. He died in Victoria on June 9, 1922.
