The former Ingram and Bell Block (known to most as former lon-time home to Winnipeg, and Canada's, first Tony Roma's) at 203 Kennedy is undergoing a reno. I asked one of the guys doing the painting and he said that the interior is getting a major overhaul as well.
I googled around and checked the council committee meetings and couldn't find any mention of the reno or of someone moving into the building. It's been empty since about 2006 so if it's not, perhaps, a Jets inspired eatery, perhaps the current owner just figures that they've gotta spruce it up to attract a tenant.

I suspect it's the new home of "Shawarma Khan". I was walking up Kennedy one day not long after the announcement and I thought that the blue was really quite close to Bomber blue. Just pure speculation here.
Ah, yes. I didn't put 2 and 2 together but that is a very distinctive blue that they're using.
